\tGobierno de Ecuador se\u00f1ala falsamentea dirigente ind\u00edgena como golpista <\/strong><\/span><\/p>\n
\ta responder por el supuesto delito de golpe de estado contra el Presidente Rafael Correa el 30 Septiembre 2010. La denuncia fue interpuesta por una legisladora del partido oficialista Alianza Pa\u00eds: Irina Cabezas.

\tP\u00e9rez Guartambel es un abogado y defensor del agua que ha sido criminalizado por su activismo anti-minero y encarcelado tres veces por su activismo por el actual Gobierno. En 2013, fue acusado de \u201cterrorismo, sabotaje y sedici\u00f3n\u201d y su pena reducida por que la Corte consider\u00f3 su lucha en defensa del agua, \u201caltruista\u201d. Hoy, Carlos P\u00e9rez tiene credenciales que lo reconocen como \u201cFront Line Defenders\u201d con estatus consultivo especial ante el ECOSOC de las Naciones Unidas.

\tEn la actualidad P\u00e9rez Guartambuel es el Presidente de la ECUARUNARI, la Confederaci\u00f3n de los Pueblos Kichwa del Ecuador. Esta, la organizaci\u00f3n ind\u00edgena mas antigua y con el mayor poder de movilizaci\u00f3n en el pa\u00eds, representa a cerca del 70% de los ind\u00edgenas del pa\u00eds.<\/p>\n

La ECUARUNARI se encuentra bajo persecuci\u00f3n sistem\u00e1tica por su defensa del agua y por
\t1) su desobediencia civil al Decreto 016 (que proh\u00edbe la libre asociaci\u00f3n e impone un control absoluto en este sentido por parte del Estado),
\t2) su resistencia a la Ley de Aguas (2014) que ratifica el acaparamiento y la privatizaci\u00f3n de la misma (y la explotaci\u00f3n minera de fuentes de agua) y
\t3) la nueva Ley de Tierras (2015) que ratifica la re-concentraci\u00f3n de la tierra para la producci\u00f3n de agro-combustibles.

\tEcuador est\u00e1 viviendo en un contexto de terrorismo de Estado. La criminalizaci\u00f3n de la critica pol\u00edtica y de la protesta social se intensifica con censura y persecuciones desde l\u00edderes comunitarios hasta caricaturistas. La situaci\u00f3n se agrav\u00f3 a partir de las marchas del 19 de Marzo de 2015, cuando alrededor de 70 mil personas tomaran las calles de Quito para protestar las pol\u00edticas del gobierno mientras miles mas tomaron las calles de otras ciudades. En los d\u00edas siguientes, varios periodistas han sido asediados y\/o sus equipos \u2018robados\u2019. P\u00e9rez Guartambel, quien est\u00e1 bajo vigilancia sistem\u00e1tica de los servicios de inteligencia del Gobierno, recibi\u00f3 la denuncia en su contra d\u00edas despu\u00e9s de la marcha del 19 de Marzo en el contexto de esta persecuci\u00f3n para atemorizar la oposici\u00f3n.

\tEn este dif\u00edcil contexto para la ECUARUNARI y en particular para P\u00e9rez Guartambel, convocamos a que se visibilice esta persecuci\u00f3n gubernamental injusta a un l\u00edder ind\u00edgena y popular defensor del agua y de la vida alertando a la comunidad internacional y a la opini\u00f3n p\u00fablica por la persecuci\u00f3n que viven en el Ecuador quienes cuestionan o critican las pol\u00edticas del Gobierno de Correa, particularmente en lo que se refiere a la protecci\u00f3n del agua y de los bienes comunes.

\tPERSECUTION OF CARLOS P\u00c9REZ GUARTAMBEL PRESIDENT OF ECUADOR’S OLDEST INDIGENOUS ORGANIZATION IN COURT THURSDAY OVER ALLEGATIONS OF AN ATTEMPTED COUP AGAINST PRESIDENT RAFAEL CORREA<\/span>

\tThis coming Thursday, April 16th, Carlos Perez Guartambel will have to appear in Ecuadorian court to defend himself against allegations of a coup attempted against President Rafael Correa on September 30th, 2010. The accusation was made by Irina Cabezas, a legislator in Correa\u2019s party, Alianza Pa\u00eds.

\tP\u00e9rez Guartambel is a lawyer, having worked in defense of water rights, who has been attacked for his anti-mining activism and jailed three times for it under the current administration. In 2013 he was accused of \u201cterrorism, sabotage, and sedition,\u201d his sentence subsequently reduced by a court that considered his struggle in defense of water to be \u201caltruistic.\u201d He has been named one of the \u201cFront Line Defenders\u201d of human rights, an organization with special consultative status in relation to the United Nations\u2019 ECOSOC. P\u00e9rez Guartambel has authored many books related to Indigenous Justice and Water Rights.

\tToday, he is also the president of ECUARUNARI, the Confederation of Kichwa People of Ecuador. This is the oldest indigenous organization of its kind and has considerable power to mobilize activists, representing around 70% of the nation\u2019s Indigenous Peoples.

\tECUARUNARI has been systematically persecuted for its defense of water, as well as:
\tIts civil disobedience in refusing to comply with Decree 016 (which prohibits free association and imposes total state control);
\t
\tIts resistance to the country\u2019s Water Law (2014), which ratifies the expropriation and privatization of water (and the advance of mining operations into water sources); and
\tThe new Land Law (2015), which has ratified the re-concentration of land for the purpose of agrofuel production.
\t
\tThe situation in Ecuador is one of State terrorism. The criminalization of political dissent and social protest has only intensified, with censorship and persecution of everyone from community leaders to cartoonists. The climate has only worsened since the protests of March 19th, 2015, when approximately 70,000 people took to the streets of Quito to protest government policies, with thousands more protesting in other cities. In the days that followed, many journalists were harassed and\/or had equipment \u201cstolen.\u201d P\u00e9rez Guartambel, who has been under systematic surveillance from government intelligence services, was charged by Cabezas days after the protests, as part of a broad wave of persecution meant to intimidate the opposition.
